For a start, it is rather common for new iphone owners to purchase app in excess to what they really need. And Apple suggesting buyers contact the developers directly for refunds is pretty low... Apple is the publisher and distributor. Your business is with Apple, and they're the ones responsible for refund policy just like at any other online store.
